Mark Adler

Mark Adler is a managing director of the firm's California public finance group. Adler came to Piper Jaffray with a dozen colleagues from UBS Securities LLC, where he most recently served as the manager of the western region municipal investment banking group. Adler had been with UBS and its predecessor, PaineWebber, for eighteen years. During that period, UBS/PaineWebber was consistently among the leading firms in underwriting California municipal issues.

A 26-year veteran of the industry, Adler has a broad range of experience in local finance. This includes education, city, redevelopment agency, water district and county finance. On two separate occasions, Institutional Investor featured "Deals of the Year" in which Adler acted as lead banker. This includes the innovative Disney financing for its second theme park in Anaheim.

Adler serves on the board of the California Public Securities Association, where he was chairperson in 2004. Adler is a frequent speaker at industry forums, including the most recent Bond Buyer California Public Finance Conference.

Adler holds a Master of Business Administration degree in finance and public management from the Wharton School graduate division and graduated summa cum laude from the Wharton School undergraduate division.

Dustin Avey currently serves as a senior vice president in the Piper Jaffray public finance group in Leawood, Kansas. Prior to joining Piper Jaffray, Dustin worked in the public finance department of a regional investment bank.

Avey graduated from Iowa State University with a bachelor's degree in finance. He is licensed and registered in the states of Kansas and Missouri. Dustin is involved in the League of Kansas Municipalities, Kansas Government Finance Officers’ Association, Kansas Municipal Utilities and Kansas Association of School Boards.

He has experience working with local governments and school districts, providing financial services and specializing in structuring and refinancing bond issues. In addition, he has broad knowledge of tax incremental district financing and economic development financings. Avey works with a number of Kansas and Midwest issuers providing clients with creative financing and economic development solutions.

She is well-versed in all aspects of tax-exempt financing and specializes in debt structure selection and strategic planning to achieve the most cost-effective financing available for her clients.

Matthew Challis is a vice president and member of the local government practice within the public finance group at Piper Jaffray. Since joining the firm in 1999, Challis has structured and closed 60 financings for 20 California public agencies totaling more than $550 million for a variety of public infrastructure and facilities improvement projects. He handles every aspect of a transaction and works on both long- and short-term financings.

Prior to joining the public finance group, Challis worked as an investment executive focusing on sales and marketing of California municipal bonds at Piper Jaffray.

Helen Cregger is a vice president in the investment banking group at Piper Jaffray, Denver. She serves state and local governments in planning and marketing their finances for municipal infrastructure, such as justice facilities, golf courses, roads, and water and sewer systems.

Prior to joining Piper Jaffray in 2005, Cregger was a vice president and senior credit officer with Moody’s investors service, where she served as the lead analyst for municipal issuers in Colorado, Arizona, New York and Florida. Her credit work included evaluations of lease-backed, revenue and general obligations for cities; school districts; water, sewer, transportation and special districts; and state revolving loan funds. She also served as the lead analyst for issuers that included the New York City Municipal Water Finance Authority, the Jacksonville Electric Authority, the New York State Environmental Facilities Corp. and a number of water districts within Colorado.

Cregger earned a bachelor’s degree from Northwestern University and a master's degree in public administration from Columbia University.

Mark Curran is a managing director and member of the public finance group at Piper Jaffray. He has worked with public agencies for more than two decades developing and implementing innovative financing programs. Curran has managed more than 200 municipal financings, with a broad focus encompassing economic development, real estate secured, municipal utility, affordable housing, education facilities, redevelopment and tax increment. He is credited with developing several milestone innovations, including the first local government single-family mortgage revenue bonds, pooled multi-family financings, tax increment escrow structure bonds, multi-level secured tax allocation financings and pooled real estate municipal financings. Curran has also served as lead consultant assisting more than 50 communities establish and implement redevelopment and economic development programs.

Prior to joining Piper Jaffray in 1995, Curran managed the public finance team for California’s largest investment bank. He began his career in the public sector, working in both city planning and city management. Curran moved to the private sector days before the California Proposition 13 election, to assist local governments with innovative financing programs. He has instructed at Northern California universities, serves as the treasurer of the California City Management Foundation and is closely involved with the California Redevelopment Association.

Bill Davis is a managing director and member of the public finance group at Piper Jaffray, Phoenix. Davis has more than 25 years of public finance experience serving counties, cities, universities, hospitals, industrial development authorities, 501(c)(3) corporations and special districts. Davis provides investment banking and consulting services to many municipal government entities throughout Arizona, including the State of Arizona; Maricopa County; the Water Infrastructure Finance Authority of Arizona; the cities of Chandler, Scottsdale and Tucson and numerous school and special districts.

Davis earned a bachelor's degree in business administration and finance from Northern Arizona University and has received his Chartered Financial Analyst designation from the Association for Investment Management and Research. Jack Dillingham is a managing director in the public finance group of Piper Jaffray. Dillingham has 24 years of experience in public finance and joined the company in 1992. After two terms as president of the Warrensburg Area Economic Development Corporation, Dillingham currently serves on the organization's board of directors. He is also a member of the board of directors of the 17th Judicial Circuit CASA (Court Appointed Special Advocate) Project and a member of the Central Missouri State University Foundation Board.

Dillingham was named “Volunteer of the Year” by the Missouri Economic Development Council for 1999-2000. Dillingham holds a bachelor's degree in agriculture business from Central Missouri State University.

Frank E. Fairman

Frank E. Fairman is head of our Public Finance Services business, a position he has held since July 2005. Prior to that, he served as head of the firm’s public finance investment banking group from 1991 to 2005, as well as the head of the firm’s municipal derivative business from 2002 to 2005. He has been with Piper Jaffray since 1983. Prior to joining Piper Jaffray, Fairman was a consultant for Arthur Andersen & Co.

Fairman holds a bachelor's degree in economics from Yale University and a Master of Business Administration degree with a concentration in finance from The Wharton School of the University of Pennsylvania.

Fairman is a member of the board of the Twin Cities Chapter of the American Red Cross.

Steven Gortler, a vice president and member of the public finance group at Piper Jaffray, joined the firm in July 2005 and provides more than 20 years of public finance experience. Gortler has analyzed, structured, marketed and priced a variety of municipal securities including long- and short-term debt, fixed- and variable-rate debt, tax-backed bonds, asset-backed bonds, revenue bonds and enterprise fund bonds. He also has experience performing debt capacity studies, reinvesting bond proceeds, ensuring arbitrage rebate compliance and developing utility rate models.

Prior to joining Piper Jaffray, Gortler held positions as a tax policy and revenue forecasting analyst for New York City, a municipal bond rating analyst for Standard & Poor's, an independent municipal financial advisor to California public agencies for Leifer Capital and Kelling, Northcross & Nobriga and an affordable multifamily housing underwriter for Deutsche Bank.

Jonathan Heroux is a managing director in the public finance services group and leads the Piper Jaffray Denver office. He works with municipal issuers in Colorado, Idaho and Montana. Since joining Piper Jaffray in 1993 as an associate, he has served as either sole or senior underwriter on more than $2 billion of municipal bonds and as a financial advisor on more than $3 billion of municipal bonds in Colorado. Prior to joining Piper Jaffray, Heroux was an analyst at Shearson Lehman Hutton in New York. Heroux has a broad range of experience with various types of financings, including fixed and variable rate, certificates of participation and derivative-type transactions. He also served as a former president of the Colorado Municipal Bond Dealers Association.

Heroux earned a bachelor’s degree in business administration from St. Michael’s College, Vermont and a Master of Business Administration degree in corporate finance and international economics from the University of Rhode Island.

Gordon Hoven

Gordon Hoven is a vice president in the Piper Jaffray public finance group in Helena, Montana. He joined Piper Jaffray in November of 1984 and is primarily responsible for originating tax-exempt financings in Montana. Prior to joining Piper Jaffray, Hoven worked with the Montana League of Cities and Towns, the Old West Regional Commission and the State of Montana.

Hoven’s experience includes developing several pooled financings for the Montana Board of Investments, the Montana Municipal Insurance Authority, the Montana Association of Counties, and the Montana Facility Finance Authority. He has also been involved in tax increment financings with the cities of Helena, Billings and Missoula; airport projects in Butte, Bozeman and Kalispell; and financings for the Montana Highway, Montana Board of Housing, the State Revolving Fund for wastewater and drinking water; city and county of Butte-Silver Bow, and hospitals in Kalispell and Helena. In addition, he has assisted in the Piper Jaffray role as financial advisor to the State of Montana.

Tom LaFleur joined Piper Jaffray in 1999 when the firm purchased John Nuveen & Co.’s public finance investment banking division. LaFleur began his investment banking career at John Nuveen in 1993, structuring single family and multifamily tax-exempt and taxable bond issues for state and local housing authorities nationwide. In 2001, LaFleur became one of the founding members of the team that created Piper Jaffray’s tender option bond program. In 2008, LaFleur joined the firm’s municipal derivatives group.

As a specialist in California community college and school district financings, Ivory Li has served as support banker on elections approving more than $8 billion of bonds for community college districts and school districts. She has also served as support banker on 127 financings for K-14 districts totaling over $6.4 billion par amount, including 114 K-14 G.O. bond issues totaling over $6.2 billion par amount.

Tina Neal

Tina Neal joined Piper Jaffray in June 2008 as senior vice president. Her primary area of responsibility is in project finance and high-yield transactions. Neal was previously with Ferris Baker Watts, where she worked as a public finance banker specializing in a variety of different types of project finance.

Neal has over 18 years investment banking experience, including project financing for both corporate and municipal entities, usually in the form of industrial development bonds, solid waste, and taxable and tax-exempt lease financings. Her expertise in project financing allows her to serve a broad range of corporate and municipal investment banking clients, as well as real estate developers and owners. Neal also specializes in the financing of energy projects, including performance contracts, energy efficiency improvements and project finance for traditional or alternative energy ventures. Neal is also active in the underwriting of other types of issuances such as housing and health care bonds, including retirement facilities and low-to-moderate income tax credit financings. She successfully brought to market the first tax-exempt empowerment zone bond issue paired with New Markets Tax Credits in 2006.

Timothy Oswald

Timothy Oswald joined Piper Jaffray in 1989 and is a managing director in the public finance group in Des Moines, Iowa. He is responsible for general governmental and quasi-governmental issues for Iowa municipalities and not-for-profit corporations.

Oswald has assisted with a variety of unique transactions, including issues for not-for-profit corporations such as the Boys and Girls Home in Sioux City, Iowa and Fairbanks, Alaska; Hospice of Central Iowa; Oaknoll, the Salisbury House Foundation; and Bremwood Lutheran Children's Home in Waverly, Iowa. He was also involved in the economic development for the Iowa Agricultural Finance Corporation equity units and two start-up ethanol plants in Kossuth County, Iowa and Monroe, Wis. In addition, Oswald has experience with traditional municipal debt for cities, counties and schools.

Under his leadership, the Des Moines office has worked on more than 100 issues per year for the past six years, and has ranked first among financial advisors in Iowa in terms of number of issues per year. As the financial advisor to several Iowa municipalities, Oswald serves the cities of Marshalltown, Coralville, Keokuk and Mount Pleasant, as well as the school districts of Ames, Burlington, Clinton, College, Dubuque, Linn-Mar, Marion, Sioux City and Urbandale. He is also the primary local contact for the Iowa Schools Cash Anticipation Program, which cost-effectively pools Iowa schools’ annual cash flow needs.

Diane Paauwe joined the public finance department at Piper Jaffray as a vice president in March 2000. She has over 15 years of public finance experience from three different perspectives—borrower, underwriter and investor. Paauwe got her introduction to public finance from the private side, working for a real estate development company that financed its multifamily housing projects with tax-exempt bonds. She worked in Dain Bosworth’s public finance department for five years. As an investor, she worked for two major financial services companies, first for GE Capital and then for Associates First Capital Corporation, where she invested in tax-exempt revenue bonds on behalf of these companies. Paauwe’s varied experience helped her in structuring financings that meet the needs and objectives of both the private and public sector participants.

At Piper Jaffray, Paauwe is involved in over 160 bond financings totaling more than $5 billion. She specializes in financings for non-profit organizations, as well as special tax and revenue supported financings for city and county governments and special purpose development and redevelopment agencies. Paauwe recently completed bond financings for the following non-profit borrowers: Care Initiatives, Wilder Foundation, Hazelden Foundation, The Blake School, Mounds Park Academy, Providence Academy, Minnesota Public Radio, Southern California Public Radio, Edgewood College, College of St. Scholastica, St. Mary’s University of Minnesota and St. Thomas University.

Paauwe holds a Master of Business Administration degree from Carlson School of Management, University of Minnesota and a bachelor's degree in business administration from Davenport University. She was a member of the board of directors for the Minnesota Institute of Public Finance, Inc.

John Peterson

John Peterson is a vice president in the public finance group at Piper Jaffray. Peterson, a former foreign service officer, began his public finance career in 2003 and previously worked as a management consultant and for a successful Internet start-up company.

Peterson received a bachelor’s degree in political science from Brigham Young University, and earned a Master of Business Administration degree in finance from the Wharton School of Business at the University of Pennsylvania.

Peter Phillippi is a managing director in the public finance investment banking group at Piper Jaffray and head of the hospitality finance group. He has 20 years of investment banking experience that includes hotel, convention and conference center, general state and local government, project revenue, and specialty-lease financings with an emphasis on public-private partnerships. Phillippi's primary focus over the past ten years has been financing convention center and conference center hotel projects. As the director of the hospitality group, he is responsible for managing the group’s efforts in originating tax-exempt and taxable bond and loan issues for hospitality projects. Phillippi has successfully completed over $10 billion in financings.

Phillippi graduated from Arizona State University with degrees in finance and political science. He is also registered with the New York Stock Exchange and FINRA as a general securities representative.

Mark Piscatelli

Rex Ramsay

Rex Ramsay joined Piper Jaffray in 1987. He graduated from Iowa State University of Science and Technology receiving a bachelor's degree in economics and Master of Science degree in economics.

Ramsay currently serves many of the political subdivisions of the Upper Midwest. He started in the municipal field in June, 1971, and he became financial advisor for many of Iowa’s municipalities, counties and school districts. Some of the more prominent Iowa political subdivisions represented by Ramsay include: Newton, Mason City, Fort Dodge, Storm Lake, Muscatine, Burlington and within the Des Moines Metropolitan area the city of Urbandale. Dan Roseveare joined the Texas public finance team of Piper Jaffray in October 2007. Prior to that, Roseveare worked at a Wall Street investment bank for two years. For the previous nine years, he worked for a regional financial advisor for various issuers across Texas, specializing in school districts. Over the last 11 years, Roseveare has advised over 200 public finance clients that represent over $8.5 billion in debt issuance in an investment banking or financial advisory capacity.

Roseveare has a bachelor’s in business administration degree with a specialty in finance from Northern Arizona University in Flagstaff, Ariz.

Jim Roth

Jim Roth has extensive experience in all types of community college and school district finance and related elections, including general obligation bonds, certificates of participation, and Mello-Roos bonds. He has served as senior banker on 62 G.O. elections approving more than $8 billion of bonds for community college districts and school districts. He has also served as lead banker on 147 financings for K-14 districts totaling over $7.5 billion par amount, including 130 K-14 G.O. bond issues totaling over $7.2 billion par amount.

Roth was also a bond attorney for more than 10 years. He has a Master of Business Administration degree from the Haas School of Business at UC Berkeley and a Juris doctorate degree from the Boalt Hall School of Law at UC Berkeley.

Gene Schulz

Gene Schulz is a managing director in the public finance group at Piper Jaffray. Prior to Piper Jaffray, Schulz was a financial advisor and investment banking to municipalities in Wisconsin and nonprofit organizations. As an investment banker in Wisconsin, Schulz participated in and completed more than $1.5 billion in tax-exempt and taxable bond transactions. Schulz began his career 43 years ago in public accounting and worked on the audits for several Fortune 500 companies for nine years.

Prior to working as a financial advisor and investment banker, Schulz was the director of finance for the City of Kenosha, Wisconsin. He was an active member of the Wisconsin Government Financial Officers Association where he served as president and program director.

Schulz graduated with a bachelor’s degree in business administration from Western Michigan University. He is a registered municipal representative with the Municipal Securities Rulemaking Board.

Lisa Sexton is a senior vice president in the Piper Jaffray hospitality finance group and has been providing services to municipal clients for twelve years. Since joining the firm in 2001, she has gained extensive experience financing tax-exempt hotel projects totaling over $2 billion, including the Omaha Convention Center Hotel, the Denver Convention Center Hotel, the Austin Convention Center Hotel, the Baltimore Convention Center Hotel and the Vancouver Conference Center and Hotel. Prior to joining Piper Jaffray, Sexton worked in the public sector at a financial advisory firm for four years. As a senior managing consultant, she assisted a number of the firm’s general municipal and transportation clients.

Sexton received her bachelor’s degree in public policy from Stanford University and is registered with FINRA as a general securities representative.

Bruce Sorensen

Bruce Sorensen joined Piper Jaffray in 2002 and has twenty years of experience in fixed income investment banking. Over the course of his career, Sorensen has developed expertise in many areas of public finance including local government, economic development, sales tax, tax increment, project revenue, and charter school finance.

Sorensen has also pioneered important developments in community development finance, utilizing both asset-backed and New Market Tax Credit financing structures. Since 2004, Sorensen has underwritten NMTC and structured finance transactions totalling $400 million and leads the firm’s efforts in these areas.

Sorensen led the firm’s entry into the charter school finance market in 2007. Since then, he has served as the senior manager on construction loan placement and long-term bond financings totalling over $100 million.

Jim Sult is a senior vice president in the public finance group at Piper Jaffray. He joined the firm in 2004 and provides quantitative analysis and related transaction support for general governmental deals with a special focus on project revenue and hospitality-related financings.

Sult has worked closely with the banking team, providing investment banking services for clients including the Austin Convention Center Hotel, Baltimore Convention Center Hotel, Erie Convention Center Hotel, Lombard Conference Center and Hotel, Arizona Game and Fish Department and Commission, and Mohave County administration. He has more than seven years of investment banking experience in both public and corporate finance and has provided quantitative support for municipal debt issues, asset-based financings, and merger and acquisition transactions. In addition, he spent three years as a consultant, specializing in corporate restructuring, assisting debtors and lenders in bankruptcy situations and debt restructuring. Prior to his role as a consultant, Sult worked for Ernst & Young in the public finance verification group.

Sult received a bachelor’s degree in business administration and finance from the University of Arizona and a Master of Business Administration degree from Georgetown University.

Greg Swartz

Greg Swartz is a vice president in the public finance group at Piper Jaffray and has more than 15 years of experience in state and local government infrastructure finance and general financial management in the states of Georgia, Illinois, Indiana, and Arizona. Prior to joining Piper Jaffray in 2003, Swartz was the executive director of the Water Infrastructure Finance Authority of Arizona.

In addition to assisting local governments with finance infrastructure in the United States, Swartz has been a public finance and bond bank management consultant to delegations from Croatia, Czech Republic, India, Mexico, Poland, Romania and Russia.

Swartz holds a bachelor’s degree in economics and a master’s degree in finance.

Jane Towery

Jane Towery is a managing director in the public finance group at Piper Jaffray. She has 20 years of experience in municipal finance and investment banking, and has been the lead banker for a variety of Washington and Oregon issuers, including special purpose districts. Over the past seven years, Towery has completed 218 transactions and has worked with several new issuers where she was instrumental in obtaining high first-time ratings. She regularly serves as an underwriter for issue-specific credits and also specializes in working with the electric utility districts in Washington and Oregon.

Prior to joining Piper Jaffray, Towery held positions at Bank of America, Dain Rauscher, and Beck & Associates.

Towery earned a Master of Business Administration degree with a concentration in finance and quantitative analysis from the University of Washington.

Todd Van Deventer is senior vice president in the public finance group at Piper Jaffray and has served the firm’s health care clients since 1998. He has expertise in cash flow modeling, bond issue structuring, credit analysis, debt capacity analysis and derivative analysis. Over the last five years, Van Deventer has structured and executed the full spectrum of debt issuance options available to health care borrowers. He has served as a senior or support banker for more than 75 health care bond issues in 15 states with a par amount in excess of $2.5 billion.

Van Deventer graduated with distinction from the University of Iowa and received bachelor’s degrees in economics and political science.

Brad Winges is head of fixed income services, encompassing sales, trading, underwriting and high-yield structured products at Piper Jaffray. Winges joined the firm in 1991 in municipal institutional sales and served as head of municipal sales, trading and underwriting from 2003 until obtaining his current position. Prior to joining Piper Jaffray, Winges was a member of the Chicago Board of Trade and the Chicago Mercantile Exchange.

Winges graduated from the University of Wisconsin in Madison with a bachelor’s degree in economics.
